Iran sanctions having impact, even if not obvious: U.S.

TUNIS (Reuters) - U.S. Defense Secretary Leon Panetta said on Monday Western sanctions against Iran over its nuclear program were working even if the impact on decision-making in Tehran was not obvious at the moment.

Panetta made his comments ahead of a visit this week to Israel, which has said the sanctions had failed to stop Iran's nuclear program and warned that time was running out before Iran achieves a "zone of immunity" in which Israeli bombs cannot penetrate deeply buried uranium enrichment facilities.

Panetta, asked by reporters in Tunisia about concerns in Israel over the effectiveness of sanctions, said they were having a serious impact "in terms of the economy of Iran."

"And while the results of that may not be obvious at the moment, the fact is that they have expressed a willingness to try to negotiate with the P5+1, and they continue to seem interested in trying to find a diplomatic solution," Panetta said, referring to diplomatic efforts by the five permanent U.N. Security Council members and Germany.

Widely believed to be the only Middle Eastern country with a nuclear arsenal, Israel is determined to stop hostile neighbors acquiring weapons that it fears could be used to wipe out the Jewish state.

Talks between world powers and Iran to resolve the standoff have so far failed to secure a breakthrough and U.S. Secretary of State Hillary Clinton said in July that Iran's proposals so far within the P5+1 talks were "non-starters."

ALL OPTIONS

U.S. Republican presidential candidate Mitt Romney said during a visit to Israel on Sunday that "any and all measures" must be used to keep Iran from developing a nuclear weapon.

A top aide said Romney would support an Israeli military strike if all options had been exhausted, but the candidate himself balked at repeating that position.

Panetta, who would not directly comment on remarks by Romney, said he and President Barack Obama had made clear that the United States would not "tolerate an Iran that develops a nuclear weapon."

"And that we are prepared to exercise all options to ensure that that does not happen. And I am not going to go into specific descriptions of what those options are -- except to say that we have a full range of options to deal with that potential," he said.

Iran denies Western accusations of a covert agenda to develop a nuclear weapon, insisting it wants to stockpile enriched uranium solely to generate more electricity for a rapidly growing population and radio isotopes for medical use.

Panetta's comments followed talks with leaders in Tunisia, which Washington has held up as a model for democratic change in the Middle East after a popular revolt forced autocratic leader Zine al-Abidine Ben Ali to flee the country on January 14, 2011, touching off a wave of political unrest across the Arab world.

The North African country has since calmly elected its own government, defying predictions it would descend into chaos. Panetta commended Tunisia on that transition, and said he discussed ways with its leaders to bolster its counter-terrorism efforts, with an eye on al Qaeda's North Africa wing, AQIM.

"There are a number of efforts that we can assist them," he said, citing, among other things, intelligence to help them grapple with the threat. "And they expressed a willingness to work with us on that."

When no-one's looking or it doesn't count? ? Cartoons & Creative ...

Heyyyyy! :D

It feels as if I should introduce myself all over again! Yes, I?m back! And yes, I promised to return with cartoons and I do have cartoons! So, let?s start with that first, shall we?

I had meant to post a philosophical and slightly witty (to me, at least) cartoon about the rat race, but then I got the idea for this one while playing on Pottermore. I don?t think this applies only to Pottermore, that?s why I expanded it to something that I hope is funny.

*ahem*

You all know that feeling: being able to do something when you don?t get marks for it, or when you don?t have an audience, but failing miserably when either of these situations don?t apply. You can flip a pancake perfectly, until the kids are watching you. You can win a race when it is only friendlies, but never in a competition. You can drive, until you need to take your license test. And that is where today?s thoughts led?

I was playing wizard?s duel on Pottermore. Now, you probably don?t know it, but I suck at that. I just can?t seem to get the accuracy levels that you need to beat anyone else and earn house points, but I was playing it anyway, trying to help my house out a little (goodness knows we need it :P ).

Now I feel a fool? The only time I managed to get really great accuracy, I don?t even get any points for it. This would probably be the time for some choice profanity. ;)

The worst part is that it is the same in real life?

I am perfectly well aware that I will never feature on a list of ?good drivers?. However, necessity forces me to drive and I try my best not to endanger any lives while doing so. Recently, after not driving for about three weeks, I took to the streets again. Predictably, disaster struck.

I managed to stall the car just when the light turned green (it?s a stick shift). I don?t even know what I did ? my foot must have jerked or slipped off the clutch or something. The most important thing is that the engine died a quick and easy death. Oh, did I mention that this happened during the lunch-hour rush? On the busiest?thoroughfare?that I use on a regular basis? There was about a million cars behind me, all of them impatient, and of course I couldn?t get the engine started again, from pure embarrassment and nerves.

Why can?t this ever happen in a quiet street with no-one else in sight? Why can?t I try to?manoeuvre?into a hard parking spot without an audience? Why, oh why, did I have to get stuck in the mud in the university parking lot that one day while about eleventy-one people were watching me? The worst bit about that was probably doing the nonchalant walk away from my car after I finally managed to get out and into a proper parking spot. Yes, I think that was also worse than stalling the engine in the street. At least there no-one can see your face afterwards. :P

Please tell me that I?m not the only one with a tendency to have driving mishaps at the moment when there is the biggest audience possible? Please?

Okay, change of topic! It feels good to be back! I am still deciding whether I want to stick to my old posting schedule of every Friday/occasionally Saturday or if I want to make it Monday or some other random day. Or perhaps ditch the 7-day posting schedule completely?? I might do that and just go with it, though it might not be so good for me. The regime kept me on my toes and prevented procrastination. Anyway, I?ll see in the next week or two.

Speaking of posting schedules?

I really enjoyed writing the book challenge posts! I really hope you enjoyed it too. I tried to be as honest and straightforward as possible in them, even when the post was hard to write. For example, Day 16 ? Luna Lovegood was extremely hard for me to write, but I had to try. It is always hard for me to write about how I was bullied and how dark I felt my life was back then ? I just get emotional and that is not a good state for writing. It just makes me think that the old wounds are not so much healed as I thought they were.

Anyway, because I enjoyed it so much, I would like to add some book review/opinion posts to my schedule as monthly or bi-monthly feature. This would be in addition to the cartoons and writing, of course. After all, you cannot be a creative writer if you do not read a lot. So, do y?all think?

Green Building Materials to Inspire Spring Remodeling Projects ...

Now that the warm weather has arrived, homeowners are ready to tackle their to-do lists and take on home remodeling projects that were put on hold throughout the winter months. If you?re ready to turn your dreams into reality, it?s important to not only focus on the project?s design, but to also pay attention to the materials used.

While new techniques and radically re-thought living concepts are responsible for many green building advancements, it is the materials themselves that have the biggest impact.

General contractor BetterBuilders recommends these popular green building materials to help inspire and focus your spring home remodeling projects:

Decking Materials
Building a new deck to expand and improve the living area during more temperate months is a time honored spring remodeling project. Several decking alternatives feature composites made from a blend of waste wood fiber and recycled plastics. These do well in regards to durability and reuse, but are still made from petroleum products. Hardwoods will be the most natural, but can come with the added cost of depleting a limited resource, while incurring inordinate transportation costs. Perhaps the best bet is to research hardwood alternatives available in your area, or by going with a softer wood that can be preserved with stains containing low levels of volatile organic compounds (VOCs).

Exterior Siding Materials
Re-siding a home can do a lot for its overall aesthetic. Once again, using old-growth hardwood would seem like the way to go, but unless it is certified by the Forest Stewardship Council (FSC), it isn?t deemed sustainable. Metal siding, while less than ideal, is very reusable with some made almost entirely from recycled material. Fiber-cement is an economical compromise between the two, featuring the look of wood while consisting of recycled cement and wood fibers.

Roofing Materials
Most roofing materials leave something to be desired in at least one of the major categories in green building. This is mainly due to weight and production locations. Clay and slate tiles are both low energy input products and very recyclable, but their weight makes shipping distances prohibitive when trying to account for environmental impact. Metal roofing on the other hand is lighter and recyclable, but can account for an increase of metals in ground water. Do your research to see how local resources can affect your decision.

Flooring Materials
Hardwood flooring is ideal if it is FSC certified and from a local source. Rising in popularity are green alternatives, bamboo and cork flooring, because of their rapidly renewable sources. They are available in a variety of different shapes and colors, as well as many different installation options.

Refurbish and Reuse
Of course, the best way to make sure your spring remodeling projects are adhering to sustainability guidelines, like those issued by the Leadership in Energy and Environmental Design (LEED), is to refurbish and reuse materials you already have. Refinishing cabinets that have been cleaned of toxic adhesives or reconditioning stainless steel tubs and sinks for a kitchen remodel works best of all. The less energy used in acquiring new materials, the better off you are.

For-Profit Colleges Pay Executives Based On Profit, Not Student Success, Report Finds

Top executives at major for-profit colleges take in millions of dollars in annual compensation -- primarily from taxpayer subsidies -? yet most of their pay is unrelated to student achievement, according to preliminary findings from a congressional investigation.

The report from Rep. Elijah Cummings (D-Md.), the ranking member of the House Oversight and Government Reform committee, found that publicly traded college corporations calculate executive compensation "predominantly on the profitability of their companies rather than the success of their students."

"This is especially troubling given the billions of taxpayer dollars flowing into these institutions and the serious financial risks to students who go through these programs," the report concluded.

For-profit colleges receive much of their revenues from federal financial aid: student loans, Pell grants and military educational benefits. Yet students often fare poorly, dropping out in large numbers and defaulting on federal loans at double the rate of their counterparts at public institutions.

Cummings sent letters in December to 13 for-profit college corporations, seeking information on how the quality of education and student performance are tied to what he termed "lavish" executive pay at the schools. Chief executive officers at several for-profit education companies take in much more than presidents at some of the most prestigious U.S. private universities.

Todd S. Nelson, the former chief executive and now chairman of Education Management Corp., the nation's second-largest operator of for-profit colleges, took in more than $13.1 million last year. The highest-paid Ivy League president, Richard C. Levin of Yale University, received $1.6 million in compensation, according to tax filings.

In a preliminary report sent to Democratic members of the House Oversight and Government Reform committee on Friday, congressional staff found that "the single most significant measure for determining executive compensation at these schools is corporate profitability, including factors such as operating income, earnings, profits, operating margins, earnings per share, net cash flow, and revenue."

The report found that 10 of the 13 companies considered profitability for at least 70 percent of executive pay. The other three companies did not provide enough information to determine how student success factored into executive pay, according to the report.

For-profit colleges have increased revenues over the years by rapidly expanding their enrollments. From 1999 to 2009, the number of students attending for-profit colleges more than tripled, far outpacing the growth of traditional higher education, which grew by a fifth, according to an analysis of federal data from the Education Trust, a student advocacy group.

Although about 12 percent of college students nationwide attend for-profit schools, the sector is responsible for more than 45 percent of federal loan defaults.

In many cases, companies had executive compensation documents that made only "vague references" to student performance and "failed to indicate the specific extent to which these measures affect executive compensation," the report said.

At Career Education Corp., which owns the Le Cordon Bleu chain of culinary schools, 75 percent of executives' bonus pay was based on meeting profit goals, according to the report. The remaining 25 percent of executive compensation was based on "individual executive performance factors."

There were several optional criteria to determine an executive's performance at the company, including student graduation rates and career placement rates. But the company provided no details on whether those student performance goals were actually considered, according to the congressional report.

Nonetheless, all executives at the company reached 100 percent of their individual goals in 2010, the report found. Last year, the chief executive of Career Education Corp., Gary McCullough, resigned after an internal investigation found that the employees were artificially inflating job placement rates at some health and arts programs to remain in good standing with college accreditors -? and continue to be eligible for federal aid dollars.

A spokesman for Career Education Corp., Mark Spencer, acknowledged that the company used such a compensation plan for senior executives in the past. The company updated its compensation plan this year, he said -- a plan that now ties 66 percent of senior executives' potential compensation to student-focused goals unrelated to "any financial performance objective." The plan has not been released publicly.

A spokeswoman for DeVry Inc., Jennifer Dooley, wrote in an e-mail that "our first obligation is to our students, and our shareholders understand this." She continued: "They know that only by focusing on serving our students, and on delivering value over the long term, will we ensure our economic viability."

Representatives from 11 other companies mentioned in the report did not respond to requests for comment Friday.

Let's not limit ourselves to banner ads. There are many ways to skin the ad cat. Successful advertising is all about creativity and making sure the advertiser's ads work and they make money and you money as the publisher.?


When you work directly with advertisers you can build creative long term relationships together and go beyond the traditional ways. You can create full page ads which are served as sections or subdomains on your site for them. You can offer placement of downloadable advertising PDF files describing their company's full product line. You can create online media rich commercials to play on your site and connect interested prospects instantly to a live sales agent at the advertisers sales center. You can do contests. Freebie offers. There are hundreds of ways to advertise creatively. You can do combo deals where they get banner ads, multimedia ads, and newsletter ads.?


This is why its so important to get to the position where you have control and where you and the advertiser connect directly. When an ad doesn't pull right away for example, because your sales reps have a relationship they can go back in and close another deal offering another ad at discount or a new type of ad to try. The point is the most money is made when you and your advertising know each other. You build trust and integrity this way. They see you working to create ways to make their ads stand out by doing things differently and they'll love stuff like that. Advertising becomes exciting this way. Its no longer work, it's a fun challenge and competition to get advertisers and then to create ad campaigns that zing in the sales for them.

PC marketing really changed the way webmasters and online businesses advertised their products and services. Doesn't anyone remember back around 1998-2000 when banners and buttons were the big thing?


I worked as an account manager for a big travel site called Travelfile which primarily on AOL's network. We sold clients pages under specific categories that would highlight their business, but a big thing was banners and buttons.?


Those ads were sold exactly as Kevin describes - which was familiar to anyone who bought advertising for offline media. While we did have reporting on results like "impressions," there were no guarantees you would get anything. The only difference is we did do the banner creatives for clients that didn't have their own.


The problem came that once the client saw the number of "impressions" (or they would sometimes track results with their own stats/sales), they would complain that they didn't want to pay for only "impressions" because just getting eyeballs didn't justify the cost.?


So at that time, there was a kind of backlash overall on the Web against banner advertising as a result of clients being able to track "click throughs" to their site and perhaps even sales connected to the banner ad. What evolved was "PPC" and paying only for clicks.?


Who can argue with "clicks" - it's not just a call to action; it's a resulting action - except to say the PPC Service is providing bogus stats or pointing out issues with "click fraud." Not a term we heard back in 1999.?


I think we are seeing things moving full circle, as many things do in life. When the web was new, it was the new wild west, and the playing field was flat and open to anyone, big or little.?


As the Web has matured, and it's been over a decade (or 70+ years in Doggie years - what are web years? Ummm, I always envision 1 web year = to 3 years offline, no reason why).?


So we now have big players who figured out how to make money beyond what anyone thought 10+ years ago. And they _don't_ want to deal with a bunch of little guys. I know this after working in SEO for since 2000, and the difference in what it took back then and what it takes now to be a little guy competing out there. BUT the fact is that right now PPC's bread and butter is the small-medium businesses.?


Will we see a mindset change to monetizing every eyeball, it may happen and it won't be in the context of just the internet - it will be a change once we have a true mobile web - where every user is tracked 24/7 (no vague clicks from an IP adress either).?
