Internacional president Giovanni Luigi has insisted that Leandro Damiao will stay at the club despite interest from Chelsea and Tottenham.

The 23-year-old has expressed his interest in moving to the Premier League but the Brazilian club are unwilling to sell.

?Many former Internacional presidents have commented and I agree,? he told Lancenet. ?The club?s president has to see beyond his own term, has to look at the institution in medium and long term, look at his legacy.

?In the business world, and I said that before becoming president, Barcelona sell, the big clubs sell. What we have to do is value our players and that?s what we are going to do.

?There is interest (for Leandro Damiao). But last year everyone assumed he would be transferred, Internacional held their ground and I understand we did the right thing.

?As in those 14 months he brought return both on the pitch and financially, as he is worth more now than he did. I don?t intend to sell him, despite the interest. I intend to keep all our best players.?

Small eurozone nations cast doubt on union

Updated at 7:36 pm on 18 August 2012

Smaller euro zone countries that have retained top credit ratings through the region's crisis are squabbling over whether struggling nations like Greece should be kicked out.

Top Austrian and Finnish politicians have insisted they are committed to keeping the union intact after ministers from junior coalition parties said they were preparing for a break-up of the bloc.

The mixed messages contrast with a show of solidarity on Friday from western Europe's most powerful politician, German Chancellor Angela Merkel, which raised investor hopes that the bloc might finally be getting a grip on its problems.

Speaking in Ottawa, she said declarations from the European Central Bank President Mario Draghi to do whatever it took to save the euro, are completely in line with the approach taken by European leaders.

Teen fights cyber bullies with 'nice' tweets

Seventeen-year-old Kevin Curwick, an Osseo High School football team captain, is using Twitter to fight cyber bullies and compliment his classmates, but much to his surprise, now people across the world are returning the favor.

    1. Make that a 'man band'! 98 Degrees reunites after 10 years

For the first time in 10 years, 98 Degrees performed together in front of still-screaming crowd. Brothers Nick and Drew La...

    4. Lauren Conrad removes book-destroying DIY video after backlash
    5. Mom's best Ambush Makeover ever leaves son speechless

"A nice word can go a long ways," he said. "We are a society looking for the positive."

Curwick has heard from people from Iowa to Connecticut, and from Australia to England ever since he came forward behind the anonymous Twitter account, @OsseoNiceThings.

Story: NY governor signs cyber bullying measure

He created the "nice" Twitter account to lift spirits of classmates that had been bullied on another Twitter page, but remained anonymous when tweeting things like "great artist but even better friend," "Osseo's rawest rapper," and "puts others before herself."

When he decided to publicly come forward after an inquiry from KARE 11, he never realized he had started some sort of movement. Similar "nice" pages have been created now all around the Twin Cities and the country.

"It's become Minnesota Nice, you know? I feel like that is what we are spreading," he said.

    5. Quadriplegic man fulfills dream of biking across country
    6. Boy, 16, set to become youngest helicopter pilot in US

Curwick has received congratulatory tweets from teachers, politicians and potential colleges. Then, when he became a headline on the Huffington Post, celebrities caught on.

"I got to have a phone interview with Ryan Seacrest, that was an awesome experience," he said.

Curwick even got a tweet from a swimsuit supermodel.

"I was telling all the guys today, Brooklyn Decker is following @OsseoNiceThings," he said, in disbelief.

Curwick is still quick to shy from the spotlight, focusing on a mission other students believe has already changed the school.

Story: Cyberbullying not as rampant as thought, study suggests

"It only takes one person to start something, and that's Kevin," said senior Magen Nivison. "It's boosting people's confidence and everything. Honestly, one of my best friends got bashed and then he turned around and posted something amazingly true."

Curwick admits he's not a star player on the Osseo Football team, but search the @OsseoNiceThings page and see the senior captain does stand out, scoring legions of fans for boldly creating a world wide web of kindness.

"It's sticking as an action not as a newsflash," he said.

Coach Kelly talks 2012 ND Football

NOTRE DAME, Ind. ? Irish Head Coach Brian Kelly took the stand in front of a pack room for the 2012 Notre Dame Football Media Day on Thursday.

Kelly said so far he?s happy with how Fall Camp has progressed and come Monday, the team will turn their focus to their season opening opponent Navy.

"I like the way things are coming together, but we still got to win football games," said Kelly.

Kelly said camp has focused a lot of 11-on -11 which has helped the coaches get a good look at their quarterback options.

When the decision comes down Kelly said he wants just one guy.

"I don't think I want to play two quarterbacks. I'd rather have one guy make himself known to everybody that he's the starter," said Kelly.

Of course that starter will make their debut in Ireland in the game on September 1st.

Kelly said on Thursday that he?s lucky to have such a great support staff to logistically help get the team there, but one of Kelly?s concerns is how the trip might affect the team after the fact.

"What I'm worried about is sleep, loss of sleep, and a cumulative fatigue factor that bites us three, four weeks down the road," he said.

So the Irish have cut back camp some to make sure the players are fresh for the trip.

Besides the quarterback, what captains will lead the team? Kelly said he hopes to make that decision within the next week.

"Yeah, we're going to have captains, and I'll probably make that decision sometime next week as to whether it's going to be captains for the year or game day captains. Getting close to that decision, so we'll have something before very soon," said Kelly.

The Irish will depart for Ireland on Wednesday, August 29th.

Dave Stevinson: We're on the cusp of a PC gaming renaissance

VIP's sales director explains why the PC is still a popular choice for gamers.

When people think about the video games market, they automatically think of home consoles, such as the Xbox 360, Playstation 3 and the Nintendo Wii. These are now reaching the peak of their performance and games look dated when compared to their counterparts on the PC. The PC remains a solid platform for gaming, and recent sales figures are continuously showing a upward trend.

According to industry experts NPD Group, the sale of PC-based games
have earned over $80 million within the past year, which is a 230 per cent increase over the previous year. This is one of the reasons behind VIP hosting the Evolution Expo, aimed solely at identifying opportunities for IT resellers in a growing PC gaming market.

PC gaming may have had its heyday back in the ?90s and early ?00s, but it is still alive and well today. Sales are spurred on by the release of highly anticipated PC games, such as Diablo III and Battlefield 3 and the price of serviceable gaming PCs dropping,
making PC gaming more accessible to a larger market.

And when you think about it, PC gamers tend to spend more money than most will spend on their consoles, on new graphics cards, monitors, keyboard, speakers and headsets, to gain better graphics and action ? there are endless opportunities for IT resellers and ecommerce retailers in this growing marketplace.

Cloud gaming is developing at a fast pace when you see the advantages PC gaming platforms such as Steam or Origin from EA Games can offer.

Nvidia, one of the exhibitors at VIP?s Evolution Expo, recently announced that it?s betting on cloud in a big way with its OnLive and Gaikai-approved GeForce Grid technology ? at the Expo you can hear from Nvidia how cloud gaming is signalling the beginning of change within the PC market.

PC games still offer the best bang for your buck, and they?re only going to get better. Why don?t you come and find out more on September 7th at VIP?s Evolution Expo ? www.evolution-expo.com

The Society for Industrial and Applied Mathematics (SIAM) gives the SIAM Award in the Mathematical Contest in Modeling (MCM) to two undergraduate teams judged "outstanding" among hundreds of participants worldwide in the annual MCM administered by the Consortium for Mathematics and Its Applications (COMAP).

The contest inspires students to develop solutions involving mathematical modeling to open-ended problems in two categories: continuous and discrete. SIAM judges pick a winner in each of the two categories among teams determined "outstanding" by COMAP judging.

Both 2011 and 2012 recipients were awarded prizes at the Prizes and Awards Luncheon held on Tuesday, July 10, at the SIAM Annual Meeting in Minneapolis, Minnesota.

Enhao Gong, Rongsha Li, and Xiaoyun Wang of Beijing's Tsinghua University, mentored by their faculty advisor, Jimin Zhang, were winners of the 2011 Continuous Problem "Snowboard Course." Li was present to accept the award from SIAM President Nick Trefethen.

The award for the 2011 Discrete Problem, "Repeater Coordination," went to California's Harvey Mudd College students Daniel Furlong, Dylan Marriner, and Louis Ryan. Their faculty advisor was Susan Martonosi. Ryan accepted the award on behalf of his team.

The award for the 2012 Continuous Problem, entitled "The Leaves of a Tree," went to the team from Zhejiang University in Hangzhou, China. Team members Cheng Fu, Hangqi Zhao, Danting Zhu received their awards at the luncheon. Their advisor for the contest was Zhiyi Tan.

The Discrete Problem for 2012 was titled "Camping Along the Big Long River." University of Louisville students James Jones, Suraj Kannan, and Joshua Mitchell nabbed the SIAM award in this category. They were coached by Changbing Hu. Kannan and Mitchell received the award for the team.

Winners presented their papers in a session of Student Days on Wednesday, July 11.

Need Advice? Try These Home Improvement Tips | ApostolicCM ...

An easy, quick way to update your house with some home improvements is to start with your cabinet hardware. Whether you choose to update your bathroom or kitchen, changing the cupboard knobs, drawer pulls, and hinges can instantly change the look of the whole room.

Want to save a coat or two of paint? When you paint wood or drywall that needs to be primed first tint the primer to match your final paint color. By tinting the primer you will reduce the amount of coats you need to paint the surface by a coat or two.

A great thing about home decor is that oftentimes it doesn?t have to match. You can buy a great dining room table and mix and match chairs. This is great for cottage and country-styled homes. Buying a table second hand and adding chairs from different places actually creates a great design element, as well as a sense of accomplishment. Give those used chairs a chance to shine!

If your home improvement project involves moving appliances or other furniture in your house, make sure to put something down to protect your floors. Particularly if you have hardwood flooring, taking out large items can make a big mess and scratch up your flooring. Taking a few minutes to protect your floors can save you a lot of money in the long run.

If a contractor appears at your door and offers his services to you, be wary. Some companies like roofers or fence builders are known to use this tactic, but you should still do your research before you decide to hire them. Check the BBB, online reviews, and all supplied references.

Mini blinds may not seem like a home improvement, but anything that changes the look and feel of a room can be just that. Whether you buy the less expensive vinyl blinds or get the designer wooden blinds, they make great improvements to each room that you put them in.

Get help! Use home improvement catalogs for ideas and information on ?do-it-yourself? projects. These catalogs offer a great source for a new home improvement projects, especially, if this is your first attempt! You can get step-by-step instructions from these catalogs, as well!

Deal with maintenance issues as soon as they arrive. If you have tenants that complain of a leaky faucet, or a heater that is on the fritz, not only can they withhold rent until you have it repaired, but waiting can be more costly if further damage ensues.

Take inventory of your kitchen cabinet order as soon as it arrives in your home. Make sure all of the cabinets you ordered are present, as well as all hardware, knobs and pulls. Check the finish to be sure it is correct and examine the cabinets for scratches and defects. It is far easier to fix these errors now than to discover them halfway through your remodel.

If your living room and dining room area are combined with no doorway, a great way to define both spaces and keep them separate is by painting both areas a different color. Color serves as a great separator for spaces and you don?t need a doorway or door to be able to keep the two places functioning separately.

Every piece of real estate is subject to building codes; the savvy land buyer will research these codes well in advance of making a purchase. Without proper research, the requirements imposed by local codes and zoning regulations can present a nasty surprise to land holders who intend to build a new home or improve an existing one.

Do not choose a contractor just because he is offering you much cheaper rates than everyone else. Sometimes that is a sign that he or she doubts the quality of their work and you should to. Always get a few estimates and make sure each of the these contractors gives you references.

When planning home improvements so that you can rent an area of your house out, make sure that space will adequately house a human being. If there?s absolutely no kitchen space and only a bed can fit in the sleeping area you will get far less rent and quite likely never find a renter.

Are you more informed when it comes to home improvement? Do you have plan that works now? Have your skills improved? Can you now use things that work with your home? Do you know how to properly install things? With any luck, the tips above should have helped you answer these questions.

Home Improvement For The Clueless

If you are currently thinking about improving your home but have no idea where to start, I recommend that you consider carrying out a complete cabinet reface, as it can make a huge difference to your kitchen for a very small price. If you are thinking about refacing the kitchen cabinets but have no idea what to do or where to start, it is highly recommended that you read through a cabinet refacing guide in order to find out exactly what you must do in order to achieve the best results when carrying out the project.

I believe that refacing the kitchen cabinets is probably the best home improvement project which you can every carry out, as it costs next to nothing and can have a huge impact on the appearance of your kitchen.

Many people are planning on carrying the cabinet refacing project these days, unfortunately many of these people have no idea how to correctly get the job done correctly and therefore end up failing the project miserably. If these people were to read up on a number of cabinet refacing guides beforehand, they would be able to get the job done correctly and therefore make a huge difference to their home and kitchen.

Interior Design Advice For The Decorating Challenged | Marijuana ...

Paint or varnish old furniture before replacing it. That side table that you want to toss out? Try a silver varnish on it first and see if you like it better. Sometimes all you need to create a new look is a quick varnish or paint. Get creative, and even think about using a stencil. You may find you like the new look of that old furniture!

When redecorating a small kitchen, keep your color pallet pale. A pale color pallet will brighten the space and make it appear larger. It is also best to focus on one or two colors to keep the space from appearing busy. Light blue, sea green, white and ivory are all wonderful choice for a small kitchen space.

In your bedroom, install curtains depending on how much light that you want to enter your room. If you desire to wake up in the morning with a fresh burst of sunlight, use a very light color scheme for your blinds or curtains. If you do not like light in the morning, use darker colors.

Don?t crowd the nightstand! Nightstands often get piled high with reading material, glasses, jewelry, and more. To give yourself more space, get rid of the biggest nightstand space-hog: the lamp. Instead of a table lamp, go with a wall-mounted lamp or sconce. This will free up a lot of space on your nightstand, and a wall-mounted fixture with an adjustable arm will give you better light for reading.

Lighting is crucial in any interior design. Adding additional lighting will make any room appear larger. If you make use of all available natural light and add additional lighting, you will make any room seem larger than it really is. Light is the key when designing to make rooms seem larger.

When picking out area rugs for your home, it might be hard to find the perfect size rug. In this situation, it is better to choose a rug that is too large than to small. The couches and chairs in a room should at least have their front legs on the rugs.

Try hanging your picture frames at an eye-level, instead of higher up on a wall. Artwork hung too high gives the illusion of lower ceilings. Keeping frames at a lower level also makes them more visible, and keeps visitors from having to look up in order to see your beautiful art.

Artwork is the finishing touch to any design project. For the best results, hang your artwork at an eye level. Be sure to choose pieces with subject matter that complements the theme of the room and enhances the desired mood to create an interior design that flows effortlessly from a piece to piece.

Incorporate art into rooms in your house, whether they are paintings, pictures or posters. This can go along with the theme of the house that you choose and will help to improve the overall appearance. If you are a young homeowner, you can frame classical artwork to add to the elegance of your home.

An interior design tip that has just recently come into fashion is to raise the ceilings in the home. Almost all new homes are built with vaulted or tray ceilings. Many older homes can be renovated because builders actually dropped the ceilings in the kitchens and bathroom areas so there is a foot or more of unused space up above the existing ceiling.

When starting to plan your home improvement project you should think about what areas you can save money. If you can create your project under budget, that will leave you with money to work on another space in your home, or to use somewhere else. Remember that expensive does not necessarily mean better.

If you have a small home, buy furniture that can serve multiple purposes. For instance, a storage ottoman can serve as a place to rest your legs as well as a place to stash magazines and knick-knacks. A futon can serve as seating and a bed for guests. Getting furniture that is versatile can keep your home looking uncluttered if you have a small space.

Although you are just starting out, you may feel like somewhat of an interior design expert. With the right amount of time applied in this subject you should feel like you have what it takes to make your home look great for all guests to envy and appreciate at the same time.

Phone companies see loss of broadband subscribers for first time in Q2, cable continues to gain

It wasn't all that long ago that the phone company was the source for internet access, first with traditional dial-up and later with DSL. That quickly began to change as cable companies started offering their own alternative, though, and the AP is now reporting that the second quarter of this year saw something of a milestone. According to its tally, the eight largest phone companies in the US lost a collective 70,000 broadband subscribers in Q2 (DSL or otherwise), while the four biggest cable companies continued to grow with 290,000 new subscribers. As it notes, AT&T is the main culprit for that overall decline, with it losing 96,000 broadband subscribers while the other phone companies all saw modest growth. It also notes that second quarter is a generally weak one for all broadband providers, what with college students cancelling their subscriptions before heading home -- but, then again, this is the first time that the phone companies haven't seen at least some growth during the period. Of course, this is also just home broadband we're talking about -- mobile broadband is another matter altogether.

Cloud Computing Security Benefits Dispel Adoption Barrier for Small ...

REDMOND, Wash. ? May 14, 2012 ? Research released today by Microsoft Corp. shows that small and midsize businesses (SMBs) are gaining significant IT security benefits from using the cloud, according to a new Microsoft study in five geographies.

Cloud Security Benefits for SMBs (U.S.)

The study shows that 35 percent of U.S. companies surveyed have experienced noticeably higher levels of security since moving to the cloud.1 In addition, 32 percent say they spend less time worrying about the threat of cyberattacks. U.S. SMBs using the cloud also spend 32 percent less time each week managing security than companies not using the cloud. They are also five times more likely to have reduced what they spend on managing security as a percentage of overall IT budget.

?There?s a perception that security is a barrier to cloud adoption,? said Adrienne Hall, general manager, Microsoft Trustworthy Computing. ?Yet when companies embrace and invest in cloud services, they find the benefits far outweigh previous concerns.?Time and money spent managing security prior to using cloud services is being reinvested by SMBs to grow their businesses and be more competitive. The survey shows the following in the U.S.:

?Of SMBs that use the cloud, 41 percent said they were able to employ more staff in roles that directly benefit sales or business growth, 39 percent invest in more product development or innovation, and 37 percent experienced improved agility and competitiveness.

?More than half of those surveyed (52 percent) said using the cloud enabled them to add new products and services that benefit their business more quickly and securely.

?Of those surveyed, 42 percent said the cloud made it easier for them to scale their business to explore new markets.

?Any solution that helps SMBs? bottom line has to be good for them and the economy,? said Ryan Brock, vice president of Worldwide SMB Cloud & Channels at Access Markets International Partners. ?When it comes to security, the cloud offers SMBs a level of expertise, specialist resources and investment that they cannot hope to match. This translates into cost and time savings and better protection against cyberthreats, which gives them the freedom to innovate and grow their business.?

An example of a company that has realized the security benefits of the cloud is SkyWire Media Inc., a small business in Nevada that helps other businesses personalize and distribute rich content to mobile devices. As a small business, it was a challenge for SkyWire to keep up to date with security management. After transitioning to Windows Intune, a cloud-based management and security solution, the company no longer faces the same problem.

By simplifying software distribution and streamlining the security upgrade process, Windows Intune helped SkyWire save $90,000 (U.S.) in IT costs over a span of six months, a savings of $15,000 (U.S.) per month. By retiring third-party antivirus and antimalware tools, the company was able to redeploy the cost of overseeing these processes.

?Since we started using Windows Intune, support calls are down by 70 percent,? said Thomas Castleberry, chief operating officer, SkyWire. ?We can now prevent malware before it interferes with the productivity of our salespeople ? and this means they can go out and win new business.?The study, commissioned by Microsoft and conducted by research company comScore Inc., polled companies with between 100 and 250 PCs in the U.S., Singapore, Malaysia, India and Hong Kong.

Founded in 1975, Microsoft (Nasdaq ?MSFT?) is the worldwide leader in software, services and solutions that help people and businesses realize their full potential.

? For the purpose of this research, cloud users were defined as companies that used a cloud service via a subscription model.

GOP VP pick's Medicare plan back in spotlight

WASHINGTON (AP) ? Republican Paul Ryan's blueprint for Medicare could prove as polarizing in the campaign as President Barack Obama's health care overhaul has been. Even Mitt Romney may not want to go there.

Romney's new running mate has built a strong reputation on Capitol Hill for bold ideas to restrain health care costs and federal spending overall. His centerpiece idea is to steer future retirees into private insurance plans, with a fixed payment from the government that may or may not cover as much of a retiree's costs as does the current program.

Ryan, a conservative Wisconsin congressman and chairman of the House Budget Committee, calls his idea "premium support." Democrats call it a voucher plan. In theory, Ryan's plan could work, economists say. But the devil's in the details. Lots of them, and yet to be ironed out.

Ryan would also turn Medicaid over to the states, and sharply limit the growth of future spending on that safety net program. Between them, Medicare and Medicaid cover about 100 million people, touching nearly every American family in some way.

While expressing support broadly, Romney has yet to spell out where he stands on specifics of his running mate's proposals. And that could get tricky.

Mindful of the risks, Romney put gentle but unmistakable distance between his agenda and Ryan's hot-potato budget proposals on Sunday, a day after announcing his running mate's selection. The presidential candidate singled out Ryan's work "to make sure we can save Medicare." But Romney never said whether he embraced that plan himself. During the Republican primary, Romney had called Ryan's budget a "bold and exciting effort" that was "very much needed."

Democrats wouldn't let them off the hook, criticizing the "Ryan-Romney" Medicare plan at every turn.

"From the standpoint of public understanding, the Romney-Ryan ticket has a hill to climb," said health economist Joe Antos of the business-oriented American Enterprise Institute. "I think they can do it, but it's going to require some explaining. I think there are a lot of independents who are going to be nervous."

Seniors vote at higher rates than younger voters, and Medicare matters to them. Concern about Medicare cuts in Obama's health care law helped drive older voters into the Republican camp in the 2010 congressional elections, delivering control of the House to the GOP.

"This puts Medicare in play as a central issue in the campaign," said John Rother, president of the National Coalition on Health Care, a nonpartisan group representing a broad swath of players in the health care system.

The political sensitivities are clear. Polls find that Americans lean heavily on Medicare to help keep them secure after retirement and are suspicious of proposed alternatives, such as Ryan's plan. Surveys also give Democrats an edge over Republicans when people are asked which party people most trust to handle Medicare. Democrats held a 48 percent-39 percent advantage on that issue in a June 2011 AP-GfK poll.

In an interview Sunday on CBS' "60 Minutes," Romney and Ryan both offered words meant to reassure the elderly.

America is about more choices, Romney said, and "that's how we make Medicare work down the road." He said the program won't change for seniors currently counting on the program. Ryan pitched in that his mother is a "Medicare senior in Florida."

For the most part, Ryan's plan would not directly affect people now in Medicare. One exception: In repealing Obama's health care law, Ryan would re-open the Medicare prescription coverage gap called the doughnut hole.

Under his plan, people now 54 and younger would go into a very different sort of Medicare. Upon becoming eligible, they would receive a government payment that they could use to pick a private insurance plan or a government-run program like traditional Medicare. The payment would be indexed to account for inflation, and that could be a problem if health care costs race ahead of the inflation rate.

The private plans would be regulated by the government, and low-income people, as well as those with severe health problems, would get additional assistance. People who pick plans with relatively generous benefits would pay more out of their own pockets.

The transformation would mirror the shift in workplace pension plans taking place over the last 20 years. Medicare would start looking more like a 401(k) plan than a plan that provides open-ended coverage for a set of benefits.

Ryan would also gradually raise the Medicare eligibility age from the current 65 to 67. In more general terms, Romney has also spoken of providing "generous" but undetermined subsidies to help future retirees buy private insurance, or let them have the option of traditional Medicare. He's also endorsed a gradually increasing age to qualify for benefits.

Some prominent Democrats have supported Ryan's general approach, even teaming up with him on different versions of his proposal. The GOP-led House has passed budgets written by Ryan two years in a row.

Backers say the result of his Medicare plan would be a more affordable and sustainable program, both for taxpayers and beneficiaries. Currently, Medicare's giant trust fund for inpatient care is projected to run out of money in 2024.

But critics see a massive cost shift to beneficiaries.

"The only way to drive real savings is to set a lid on the growth in the voucher," said Democratic economist Judy Feder. "That most likely means shifting costs to beneficiaries, not controlling costs."

Antos, however, called the latest version of Ryan's proposal a "reasonable plan" that "provides a decent benefit for people."

In an analysis earlier this year, the nonpartisan Congressional Budget Office said some of the effects of Ryan's plan "would of necessity be a great deal stronger" than current law, which includes Medicare cuts in Obama's health care law yet to take place.

Under the most likely current budget scenario, Medicare spending for the typical 66-year-old would rise to $9,600 in 2030, or about 75 percent more than now, the CBO projected.

But under Ryan's plan, spending would rise more slowly to $7,400, or about 35 percent more than current levels.

That difference would result in a cost shift of thousands of dollars to individual retirees, critics say.

Under the previous version of Ryan's plan, a typical 65-year-old retiree would have been responsible for about two-thirds of his or her health care costs in 2030.

Ryan's proposal for turning Medicaid into a block grant program for the states would also have far-reaching consequences. It sharply reduces the future size of the program relative to the overall economy, the CBO said.

Even if states can run Medicaid more efficiently, they'd still face the difficult choice between cutting the program or pouring more of their own money into it, the CBO said.
