Drought rolls on: Half of U.S. counties now disaster areas

ST. LOUIS (AP) ? Nearly 220 counties in a dozen drought-stricken states were added Wednesday to the U.S. government's list of natural disaster areas as the nation's agriculture chief unveiled new help for frustrated, cash-strapped farmers and ranchers grappling with extreme dryness and heat.

The U.S. Department of Agriculture's addition of the 218 counties means that more than half of all U.S. counties ? 1,584 in 32 states ? have been designated primary disaster areas this growing season, the vast majority of them mired in a drought that's considered the worst in decades.

Counties in Arkansas, Georgia, Iowa, Illinois, Indiana, Kansas, Mississippi, Nebraska, Oklahoma, South Dakota, Tennessee and Wyoming were included in Wednesday's announcement. The USDA uses the weekly U.S. Drought Monitor to help decide which counties to deem disaster areas, which makes farmers and ranchers eligible for federal aid, including low-interest emergency loans.

To help ease the burden on the nation's farms, Agriculture Secretary Tom Vilsack on Thursday opened up 3.8 million acres of conservation land for ranchers to use for haying and grazing. Under that conservation program, farmers have been paid to take land out of production to ward against erosion and create wildlife habitat.

"The assistance announced today will help U.S. livestock producers dealing with climbing feed prices, critical shortages of hay and deteriorating pasturelands," Vilsack said.

Vilsack also said crop insurers have agreed to provide farmers facing cash-flow issues a penalty-free, 30-day grace period on premiums in 2012.

As of this week, nearly half of the nation's corn crop was rated poor to very poor, according to the USDA's National Agricultural Statistics Service. About 37 percent of the U.S. soybeans were lumped into that category, while nearly three-quarters of U.S. cattle acreage is in drought-affected areas, the survey showed.

The potential financial fallout in the nation's midsection appears to be intensifying. The latest weekly Mid-America Business Conditions Index, released Wednesday, showed that the ongoing drought and global economic turmoil is hurting business in nine Midwest and Plains states, boosting worries about the prospect of another recession, according to the report.

Creighton University economist Ernie Goss, who oversees the index, said the drought will hurt farm income while the strengthening dollar hinders exports, meaning two of the most important positive factors in the region's economy are being undermined.

The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

Thursday's expansion of federal relief was welcomed in rain-starved states like Illinois, where the USDA's addition of 66 counties leaves just four of the state's 102 counties ? Cook, DuPage, Kane and Will, all in the Chicago area ? without the natural disaster classification.

The Illinois State Water Survey said the state has averaged just 12.6 inches from January to June 2012, the sixth-driest first half of a year on record. Compounding matters is that Illinois has seen above-normal temperatures each month, with the statewide average of 52.8 degrees over the first six months logged as the warmest on record.

"While harvest has yet to begin, we already see that the drought has caused considerable crop damage," Illinois Gov. Pat Quinn said. In his state, 71 percent of the corn crop and 56 percent of soybean acreage is considered poor or very poor.

In South Dakota, where roughly three-fifths of the state is in severe or extreme drought, Vilsack earlier had allowed emergency haying and grazing on about 500,000 conservation acres, but not on the roughly 445,000 acres designated as wetlands.

Vilsack's decision to open up some wetland acres in a number of states will give farmers and ranchers a chance to get good quality forage for livestock, federal lawmakers said.

"The USDA cannot make it rain, but it can apply flexibility to the conservation practices," Sen. Tim Johnson, a South Dakota Democrat, said Wednesday. The USDA designated 39 of his state's counties disaster areas.

On our Las Vegas family law blog, we have written several blog posts about co-parenting and navigating other tricky relationships in the wake of a divorce. But we have never discussed one issue that plagues many post-divorce or blended families: how to help new step-siblings get alone.

Whether it is because of the emotional effect of their parents' divorce and remarriage or simply a product of their age, step-sibling rivalry can take a very big toll on every member of the family. For those who are dealing with near-constant arguments and fights, accusations of unfair treatment or even physical altercations, here are a few tips for minimizing step-sibling rivalry and reaching harmony.

First, be proactive. Don't want for an issue to arise before you establish ground rules. If children are held to equal expectations from the start, it will be more difficult for to claim that they are being treated unfairly. Further, get the children's input when setting those rules, giving them a greater stake in the family's successes and failures.

Second, protect possessions. Often, in blended families, the financial constraints of a divorce mean that kids have to share rooms. But make sure to designate some items - toys, clothing and the like - as each child's own, and protect those items from the other kids.

Third, let them work it out. If you are always getting sucked into arguments, not only will it not solve anything, but it will make the situation much worse for you. Give kids space to work out their own problems, which will teach them to deal with things on their own and lead to greater understanding between them.

Atmospheric CO2 drove climate change during longest interglacial

ScienceDaily (July 31, 2012) ? Known as the marine isotope stage 11 (MIS 11), the interglacial period centered around 400,000 years ago was the longest and possibly the warmest interglacial in the past 0.5 million years. Because the orbital configurations, atmospheric greenhouse gas concentrations, climate, and faunal characteristics during MIS 11 closely resemble those of the past 5,000 years, paleoclimatologists use MIS 11 as a geological analogue of the present and the near future.

There exist several high-resolution records documenting almost all aspects of terrestrial and marine climate through MIS 11. However, there is neither a clear understanding about how climactic parameters such as atmospheric carbon dioxide (CO₂), sea surface temperature, the isotopic makeup of carbon in marine and terrestrial reservoirs, and annual air temperature interact, nor a consensus regarding the major drivers of climate change during this interval.

Using 15 of the most robust proxy records of marine and terrestrial climate, Das Sharma et al. employ new statistical and mathematical techniques to quantify the interactions among climatic parameters and to investigate which of these parameters could be the primary drivers of climate change during MIS 11. The authors find that atmospheric CO₂ concentration was indeed the primary driver of both terrestrial and marine climate: Sea surface temperature and the isotopic makeup of carbon in terrestrial and marine reservoirs responded "instantaneously" (i.e., within 1,000 years) to changes in atmospheric CO₂ content.

They further report that MIS 11 had warm and cool phases that can be detected from sea surface temperature records alone. During the relatively cold phases, sea surface and air temperatures behave coherently and respond to atmospheric CO_₂ faster. However, during warmer intervals, ocean surface and air temperatures behave more independently of each other and atmospheric CO₂. The authors suggest that over the course of the next century, air and sea surface temperatures are likely to change in ways that will be difficult to predict.

Somali suicide attack foiled: police

Two suicide bombers blew themselves up at the gates of Somalia's constituent assembly on Wednesday, killing themselves but with no other reported deaths, police said.

"Two men wearing suicide bomb vests tried to attack the venue, but they were stopped at the gates, blowing themselves up," said police official Abdullahi Mohamed.

"Security forces stopped their ambitions of attacking...they were shot and then they detonated their vests," Interior Minister Abisamad Moalim told reporters, adding that one security guard was wounded in the blast.

No group immediately claimed responsibility for the attack, which follows a string of explosions including roadside bombs and grenades that have rocked the Somali capital.

However, Al-Qaeda linked Shebab insurgents have vowed to topple the weak Western-backed government, and have claimed responsibility for previous similar such attacks.

The special assembly, which convened for the first time last week, is tasked with voting on a new constitution for war-torn Somalia, as the graft-riddled government approaches the end of its mandate later this month.

Billed as the key to lifting anarchic Somalia out of two decades of civil war, the end of the transitional government comes as regional forces have wrested a series of key strongholds from the hardline Shebab.

The 825-member National Constituent Assembly (NCA) -- chosen by traditional elders in a UN-backed process -- were expected to vote on Wednesday on a provisional constitution, before final ratification by a national referendum.

The complicated process is seen as a key step as the Transitional Federal Government (TFG) ends its mandate on August 20, after eight years of infighting and minimal political progress.

Somalia has been without a stable central government since the ouster of former president Siad Barre in 1991.

Mogadishu has seen a series of such attacks since the Shebab abandoned fixed positions there last year and switched to guerrilla tactics against the government, propped up by a 17,000-strong African Union force.

The Shebab face increasing pressure from pro-government forces and regional armies, having lost a series of key towns and strategic bases in recent months. However, experts warn they are far from defeated and remain a major threat.
